Absolute Equality Mural (Osterman Building Site)

Galveston, TX
Reconstruction

This corner of 22nd Street and the Strand marks the site of the former Osterman Building, where Union Major General Gordon Granger established his headquarters upon arriving in Galveston on June 19, 1865, and from which General Order No. 3 was first issued, informing Texans that all enslaved people were free, more than two and a half years after the Emancipation Proclamation. The Texas Historical Commission placed a marker here in 2014. In 2021, the Juneteenth Legacy Project unveiled a 5,000-square-foot mural titled Absolute Equality on the adjacent building, depicting the arc from the Middle Passage through Harriet Tubman and Granger's order to a modern march for equality.
