Unveiling of the Absolute Equality Mural (2021)
In June 2021, the same month Juneteenth became a federal holiday, the Juneteenth Legacy Project unveiled a 5,000-square-foot mural titled "Absolute Equality" on a building adjacent to the historic Osterman Building site in Galveston, where General Order No. 3 had been issued 156 years earlier. Muralist Reginald C. Adams worked with local historians, including Sam Collins III, to design a visual narrative spanning from the Middle Passage through Harriet Tubman and Granger's order to a contemporary march for equality.
Why This Matters
This mural matters because it physically marks the actual historic site of General Order No. 3, correcting a long-standing local misattribution to nearby Ashton Villa and restoring the Osterman Building's rightful place in the Juneteenth story. Its unveiling in the same month federal recognition arrived ties local historical correction directly to the holiday's national elevation, a rare instance of grassroots memory work and federal recognition converging in the same moment.
